Update.
Still haven’t received a decision ref my mandatory reconsideration.
Rang DWP today and asked what’s going on and to be fair the chap on the phone was very helpful.
He left me on hold for a few minutes to try and find out what was going on and he told me there’s bit of a backlog and my MR has been in a que in the case managers inbox since the 4th October, I originally submitted the MR in August.
Very frustrating all this waiting.

I'm afraid that there are considerable delays in the Decision process for PIP, members have reported wait times of 12 weeks.

Update.
Has my mobility increased to 10 points after the mandatory reconsideration stage but the length of award for both components has remained the same, so some good news.
Still undecided wether to appeal the length of award, if I ask for a paper hearing will it be done before I’m due for a review in June this year?

I'm afraid I don't have a view on how quickly Paper hearings are being done. They are scheduled when there are gaps in the panels diaries or when hearings have been cancelled, so they are usually quicker than Oral hearings but the simple fact is that the Tribunal Service has more appeals pending than it has panels to deal with.
Have you tried contacting the TS they may have a better view of when a hearing might be heard?

Final update!
Had my online appeal application accepted by the tribunal service and got the usual date the DWP had to respond by etc etc.
After 4 weeks had a couple of missed calls from an unknown number which went unanswered and then phone rang with an area code showing so I answered.
It was the DWP offering to extend my award by 3 years if I dropped my appeal , which after consideration for 10 mins ( got him to ring me back) I accepted, so quite happy with the outcome.
If anyone else reads this post I would just like to say how easy and straightforward to use the online appeal process on the government website was, immediate confirmation with anything that is submitted and obviously clear and recordable proof the you have sent and submitted everything.
Cheers.
