This is most certainly not and has never been the case.

So I assume I would lose my housing benefits if he’s working full time this wouldn’t trigger it to UC? I would still remain on ESA CB and ESA IR elements
If he is working more than 24 hours a week then your ESA(IR) will stop and even if he is not then his income may mean that it is not payable, however, your ESA(CB) will not be affected and will remain in payment.

Yes but the CAB breau said a change in circumstances will trigger a UC ie moving in together because we are in the UC area now so I’m confused

You said
Your partner moving in would be a change to your existing ESA and HB claims, if you move in with him then to their HB and your ESA. Unless you move to a Local Authority that neither of you has an HB claim in then you won't have to claim UC.

You said above
But I claim housing benefit so if we moved in together either my partners house or my house because I claim housing benefit also it will trigger a UC claim and if we don’t claim housing benefit it won’t trigger a UC sorry this is really confusing for me to understand .

However, if there are certain changes in your life, what the DWP call a ‘change in circumstances’, you might be asked to make a new claim for Universal Credit.
So it’s saying I would have to claim UC
