Question about PIP and Income Support

My partner was on higher rate DLA but has only been granted standard pip, so the is £30 a week less or so but now she has lost the Disability Income Guarantee from out income support. Why would that be when DLA or PIP is not counted as income.
It's just another way for the government to take again from the most vulnerable.

The payment of the Disability Income Guarantee (aka the Enhanced Disability Premium), is enabled by a claimant receiving DLA HRC or PIP Enhanced Daily Living and for completeness being in the ESA Support Group.

DLA HRC is awarded for reasons that are specific to DLA and not replicated in PIP, did they expect to score the 12 points needed for an Enhanced award of PIP?
