asking for paper application transfer DLA to PIP was created by Flappy the bat
Hi all,
I have twins, each been on higher rate care and mobility DLA since old enough to claim DLA as toddlers.
Received 1 PIP letter Feb 14th relating to one twin (both just turned 16) stipulating proceed with initial phone assessment by March 17th.
We have been in the midst of selling and moving to a new house.
Today I have learned it’s pissibke to request a paper application rather than the phone version which would be better as neither child comprehends remaining in the same room for this interview while I represent them via telephone.
However it is now March 6th, I would call to request this paper application tomorrow- March 7th. That gives us 5 days to receive it by the 13th fill it in that day to complete it and post back by next day delivery to arrive on March 15th (March 16th and17th are weekend days).
My question is does anyone know what the process is for requesting a paper application? Are they downloadable? If I call the Pip line tomorrow and state a paper application is required ,given it will then be 10 days to the 17th deadline for an initial claim to be registered- can it be refused/ declined because it is this near to the deadline or is the process for paper applications different?
I’m also completely in the dark about the DLA payments during all this.
I think I read that as long as your PIP claim is registered by your deadline date the DLA continues at the same rate until the PIP decision is reached.

Are you referring to a PIP1 form? Whilst a paper version can be requested I have to warn you that everybody who has had a requirement to do this has struggled to get a copy of the form and if you only have 10 days to start the claim it is very unlikely that you will receive the form in time, which could result in your son's DLA being suspended.
The questions asked to start a claim are actually not that difficult, there is a list of them in the PIP Claim guide. If at all possible I would phone on your son's behalf to start the claim, they may need to be present to authorise the DWP to speak to you but that should be all.
If you want to go ahead with starting the claim on paper then call the PIP line and see whether they will send a PIP1 form.

I think it must be the PIP1 form yes.
My son hasn’t the capacity to consent to my speaking on his behalf so cannot agree to anything over the phone.
I guess all we can do is make the call tomorrow and find out what will happen. It does on the face of it appear that you are immediately disadvantaged by the paper application by being restricted to a shorter time frame than the phone arrangement.
On the face of it, my sons letter was issued mid Feb the day after he turned 16. But was not posted out that day and was then sent when it was posted, by 2nd class mail.
Today is actually the 9th working day from the letter being received.

I wonder if the PIP phone rep will automatically accept my speaking on behalf of my son based upon my being his DWP appointee for the DLA?

If you are your son's appointee then you can make the phone call for them, they don;t even have to authorise it.
