Hello

Is every reassessment for ESA classed as a brand new application for ESA entitlement purposes or as I have had 3 previous ESA medicals in 2011, 2013 and 2017, 1 face-to-face and 2 paper based, would the 2011 one be regarded as the time I first began entitlement to ESA.

Need to know as GP has confirmed to me will sign the Severe Mental Impairment form exempting me from FULL payment of Council Tax to my local authority due to SMI of intelligence and social functioning. Section on the form asks from when has the applicant suffered SMI.

Hope this makes sense.

I'm not entirely sure what you are asking as you mention SMI.

You ESA claim started in 2011 and as far as I can see has been continuous since then.

A reassessment is not a new application for ESA but you need to treat it as one as there is usually no reference back to a previous assessment, so you can't just say "no change".

The SMI is totally separate and may or may not correspond with your ESA claim.

Hi Nevergiveup

I can only tell you what I did with regard to putting in claim for SMI (C/Tax), which was to telephone the DWP and asked if they could send me written confirmation of when I first commenced claiming.

Due to the various changes eg., Invalidity Benefit, Incapacity Benefit, ESA I think they send me letter regarding each benefit to enable the Council Tax people to have the proof that they required.
