i have just had a slight argument with PIP when my re assessment began in january 2019 my GP gave me a letter stating that i needed a car to get around, i sent that with all the paperwork i had, i got my first response on 1/2/19 giving my an award of enhanced rate for daily living needs and 4 points for mobility, i then applied for mandatory reconsideration .
on 9/4/19 i was sent the mandatory consideration papers again to find i had now been awarded 10 points for mobility after reading all the paperwork i had submitted to them i realised that my gp comments had been over looked , I then applied for appeal on 25/3/19 but in the meantime i was told from the hospital i had a leaking heart valve which was causing my breathlessness, i sent a copy of the report and a further letter of comments to be added to my claim, on 7/5/19 i recieved my copy of the report etc back from the appeals people, i rang to see why the letter off my gp hadnt been referred to and they didnt know, when i asked how long i would be waiting for a decision i was told 12 weeks because my report hadnt arrived early enough to be added to my notes it was going to be 12 weeks and had been put as a new claim, i dispare !!! do you know can this happen ?

As I understand it you are waiting for an Appeal hearing.
Be aware, the GP letter, as you describe it, will not help with your appeal, PIP Mobility Decisions are not based on the claimant needing a car.
Also, as the problem with your heart appears to post-date the Decision you appealed, it cannot be considered as part of your appeal, you would need to show that you were suffering from the effects of the valve problems when the Decision was made.
