Partner is in ESA support group, I am their carer. I completed questionnaire on their behalf, sent in several pages of further information on condition for each question , as well as all relevant medical evidence, same as I did for PIP (for which both enhanced rates are received).
Ended up sending a complaint to the CHDA due to a couple of things, but also queried the need for a face-to face when so much evidence was sent. I can only imagine that it is a tick box scenario.
Basically they are saying there is no 'quantifiable evidence' in regards to mobility, even though they clearly state in their reply that;
''there is a significant amount of evidence which confirms X 's symptoms, required support, treatment and medical input'.
The symptoms are such that the pain and conditions are 24/7, unpredictable, and fluctuate on a daily basis, and have not changed since starting receipt of ESA (and DLA/PIP). Medication is strong opiates.
What exactly are they looking for as 'quantifiable evidence' in regards for mobility. How can you quantify it!? How could you quantify the pain difference between child birth, and being shot with a bullet?
I am quite disgusted with their response to be honest, as all issues are clearly stated, and there was recent evidence from end of last year. It is a condition that is prolonged, that my partner is on a plateau with and stuck in limbo, (the consultant is at a point of not wanting to upset the status quo, as all options have now been exhausted, and there is nothing else for them to suggest as treatment options.....just waiting for CBD to be available whenever that will be!) Therefore, there is no requirement for regularly monthly, 3 monthly, 6 monthly appointments unless there is something actually wrong or significantly changed, which it has not. Once a year to see the consultant to keep in the loop...just seems as though it is a tick box, or a jobsworth
Has anyone gone directly to the DWP department dealing with a benefit and got a decision? or can clarify what their quantifiable evidence is?.

Are you falling foul of the imaginary wheelchair?
ESA is not a walking test, it is a Mobility test! In addition to your partner's walking, it considers theirr ability to self-propel a manual wheelchair over the same distances, they do not need to be using a wheelchair or even to own one for it to be considered. SO even if you can show their walking is restricted unless you can also show that they cannot self-propel the wheelchair they will still not score points.

I don't know what quantifiable evidence is but have always found it helps to have a recent Consultant's letter that explains the issues. Could you ask his Consultant to write a letter that gives an up to date opinion on his condition, and ask the Consultant to comment on how pain restricts his mobility - ie too painful to walk or whatever and would need help from another person to use a wheelchair.
