A 78 yr old friend is on A.A highest rate does not get pension credit and does not get blue badge through automatic route. She must fill out discretionary form. She has been asked how long it takes her to walk 20 metres. She has multiple illnesses but the one giving most bother with her mobility is polyfibromyalgia. She uses a walking stick and has to stop part way along. When I tried to take her out to time it she became very distressed and deliberately tried to walk faster. I don’t know what to put suggest she puts on the form. Can anyone help..?

All I can suggest is that you time them again, perhaps several times. Don't walk with them as this will encourage them to walk at your pace rather than their own. Any stops they make during the walk should be included in the time but any at the end should not. You should also time how long it is before they can reasonably walk the distance again.
