Just as your ESA claim has your wife added to it, you have been added to your wife's HB claim, so you will need to make a new claim for HB.

On the council tax award letter I am listed as liable as well as my ex partner.

Ok so order of play.. 1. Get partner to end CA claim. 2. Ask ESA to add SD premium to ESA? And complete the form you mention? 3. Ring ESA notify them of new address and remove ex partner from my ESA claim? 4. Claim housing benefit on new property and request for housing benefit to be paid direct to landlord or estate agents.
Sound like a good order? I am listed as new tenancy start date 30th April. Checks going on now told moving date could be sooner....

Ok new claim for housing benefit is fine.. that does not mean it has to be under universal credits though does it?

The order is fine the only restriction is that you must be receiving the Premium in your ESA before you can claim the HB, otherwise you would have to claim UC.
