Reason for not being able to read / budget (PIP)

I am currently preparing documentation for an Upper Tribunal.
The Secretary of State has produced previous decisions which seem to focus on whether or not the appealant's inability to read and make budgeting decisions is due to mental disability or just not being able to read / understand maths.
Do you have any suggestions as to how I can evidence this? The client went to special school in the 1960's (no evidence available) and has an IQ of 72 (full report already submitted).

Forgive me if I have misunderstood the premise of your appeal.

An appeal to the UTT is not about whether your client meets or does not meet the criteria for Making budgeting decisions, A UTT Judge will not hear arguments that the claimant met the criteria to score points, it is not a further hearing of the evidence.

It is about whether the panel considered this activity, they have shown that they reviewed the available evidence, they explained the reasons for their Decision and that the Decision was reasonable given that evidence.

The PIPInfo.net site is a good source of relevant PIP UTT Decision by Activity, issue or condition.
