PIP Underpayment

Hi all.
Following on from my previous post, I am due an underpayment of over £2000. My new award was made on 21st March and on that letter it stated they would be sending another letter regarding the underpayment.
I rang the PIP helpline last week regarding as I still hadn’t received anything - letter or payment. I was told they had sent a letter to the DWP Debt Management as I owed money from a budgeting loan I had while on ESA (I knew about this as it was being paid back via my ESA and now through my UC and the balance is £210 ish) as they are apparently offered the money I owe before I get the underpayment. They had till Friday 4th April to respond to the letter from PIP but they didn’t. I spoke to Debt Management and they assured me my repayment is coming out of my Universal Credit.
When speaking with PIP yesterday, they passed me onto a Decision Maker who said he would do everything he can to get the funds released but it’s down to the original decision maker to release the funds.
I thought the stress of all this had ended but obviously not. I’m being passed from pillar to post regarding this and still no clearer to when I will receive the money I am owed.
