No that is not correct, legacy ESA is being phased out.
NS ESA is the same as CB ESA, they are both contribution based.
Under the legacy benefits, depending on your circumstances claimants were able to top up their CB ESA with IR ESA if they were eligible to claim SDP and EDP.
Claimants on NS ESA may also be able to claim UC depending on their circumstances.
