Council tax ESA to UC Migration was created by Allison Allford
Thank you David for your reply. Just to let you know, I did a little digging myself and I found the Council Tax Reduction Schedule for 2024/2025 and 2025/2026 on my local authority's website. I downloaded both copies and checked what reductions were available. It stated
'For those who migrated from ESA to UC and were in receipt of the Severe Disablement Payment and now received the Transitional Payment, that under the Stockton-on-Tees Borough Council Tax Reduction Scheme, Universal Credit transitional payments provided to individuals who have migrated from Employment and Support Allowance (ESA) and were previously receiving the Severe Disability Premium (SDP) are recognized and treated as disability-related payments. The scheme specifies that an award of Universal Credit is to be disregarded during the relevant period where Regulation 60A of the Universal Credit (Transitional Provisions) Regulations 2014 applies. This regulation includes provisions for transitional payments for individuals who were entitled to the Severe Disability Premium under ESA before moving to Universal Credit. This means that such transitional payments will not negatively impact the calculation of income for council tax reduction purposes, as they are disregarded in the assessment.'

I explained we migrated from ESA to UC this to the council and they still said to me that UC pays 100% council tax. This shows that even council tax employees do not know there own exemptions. I would advise everyone to check their own authority's website for the 'Council Tax Reduction Schedule'. It is a downloadable document. Do not rely on the website page giving reduction reasons because my authority does not mention you are exempt when in fact you are. Hope this helps

Replied by David on topic Council tax ESA to UC Migration
Hi Allison

Did you know that there are 2 types of Transitional payment.
First there is the transitional SDP element which occurs when there is Natural Migration from ESA to UC.
Second there is the Transitional Element which occurs when there is Managed Migration from ESA to UC.
I think Stockton on Tees council are alluding to the first. I can't say if they also disregard the second.
