If an average person walks 100m in 1 minute and 15 seconds and a slowly walking average person walks 100m in 1 minute 30 seconds. The total time that it takes your wife to walk 200m would need to be under 6 minutes for that time to be less than twice the time of an abled bodied person.
I cannot give you an accurate estimate without watching, measuring and timing your wife's walking. Remember that whatever you say will be taken with a "pinch of salt" by the HAAS assessor and expect for your wife to be questioned in detail when it comes to the PIP medical assessment. They may well get hold of the hospital doctor's letter so it looks as if the number and duration of the stops during her walk will be the salient factor.

How can they get hold of the hospital doctor's letter
Can they obtain it without my wife's knowledge or permission?

The DWP rarely access people's medical records, and they rarely write to GPs about patients. Even when they write the GP doesn't suddenly hand over letters they have received.

It depends if she ticks question 12 :- " Do you give consent for your doctor or other relevant professionals to give DWP more information about your health condition or disability. The law allows the DWP to get, keep and use this information".
