Benefits and Work has started receiving emails from readers concerned that disability benefits including PIP, DLA and AA are about to be means-tested.

Although there have been rumours about this for several weeks, the issue gained further prominence due to a question put by shadow DWP secretary of state Jonathan Ashworth to the current DWP secretary of state, Mel Stride on Monday.

Ashworth asked “Can he give a categorical assurance that in the Autumn statement he will rule out means-testing personal independence payment, carers allowance attendance allowance and disability living allowance for children.”

Stride’s response was to avoid answering the question: “The right honourable gentleman is inviting me to break with what has been a very, very long-standing and quite correct convention that when it comes to a major fiscal event, ministers simply do not provide a running commentary as to what may or may not be in that fiscal event.”

In reality that ‘long-standing’ convention was broken as recently as 19 October when Liz Truss told the House at PMQs that the triple lock for pensioners would be maintained.  However, in the same response on Monday, Stride also refused to confirm that the triple lock remained safe under Sunak.

So, at the moment, Benefits and Work can offer no reassurance to readers about what the current administration will or won’t do on 17 November.  All we can suggest is that people don’t assume the worst and instead wait for concrete information.

UPDATE 06/11
Writing about the conservatives budget plans in the Guardian on Sunday, political commentator Andrew Rawnsley quoted a senior Tory as saying “They are flying a lot of kites to see which ones attract most fire.”  

Readers who have strong feelings about the possibility of disability benefits being means-tested might want to contact their MP as a matter of urgency - especially if they are a conservative - to make sure that they are aware that this is a kite which is likely to attract a great deal of fire.

    Not looking good i loged on to sign goverment petition but it has been rejected 
     Why was this petition rejected?
    We can't publish petitions when the request is something that's already happening or something that has been announced since you started your petition.

    We think your petition is covered by Government or Parliament action already. If you'd like something else, you could start a new petition clearly explaining what it is.

    Disability Living Allowance, Personal Independence Payment and Attendance Allowance are not means tested, and the Government has not announced any plans to make these benefits means tested.

      @lamchops It was rejected because the petition is to not make benefit mean tested .,,it’s currently not means tested .,, if that makes sense .

    I’ve contacted my MP re this but I will guess that as it’s so few of us doing so this will go through. I fear many people will no longer be egibile  for pip if this happenz

    Have emailed Michael Fabricant my MP and the reply I had this morning is that he will pass my concerns to he relevant ministers department. I can not work due to severe multiple illnesses and mental health problems . I live on my Dwp Pension, and housing benefit. Started getting PIP obviously before I was of pension age. Cannot get Pension Credit as have £16 per month to much to qualify, Have no savings at all to fall back on. Is life worth living  at times I wonder.

    I dont know what these politicians believe the lifestyle of a disabled chronically ill person is, but we are all suffering with the cost of living.. for ill people this has been the case for years. Benefits of any kind aren't enough to live on and now the rest of the population is feeling it too, we have a battle on our hands as the discrimination from those people will be anger against us, why should we get more when wages aren't rising etc etc.. like I can do anything about it and they are receiving so much more anyway.. 
    Getting it from all sides. 
    One of us is working, I don't know what the means testing threshold is, but you can guarantee we both cannot survive on 1 minimum wage.

    Thank you for your email and let me say I completely agree with you. It really is a dreadful situation that people like yourself are living in fear of the next PIP assessment.

    I have on many occasions raised this with Ministers and rest assured I will continue to do so.

    Above all else I will do everything I can to ensure we have a Labour government as soon as possible.

    If I can ever be of any assistance to you personally do not hesitate to come back to me.

      @Glenis Brindley I would love to see a labour government again NOW! I have voted conservative for a long time but I have completely lost faith in them and want them out as soon as possible before they destroy more lives. I cannot believe changing these benefits has even been mentioned it makes me personally feel physically sick and they cannot get away with this anymore. Put out out.

    Dear Mr Fuller,
    There are a lot of rumors flying around about PIP becoming means tested which if true is an absolute disgrace.

    Moving from DLA to PIP was quite obviously an excuse to reassess every claim in the hope that money could be saved this hasn’t worked and costs a fortune to run with the likes of Atos making a small fortune out of the tax payer. So now means testing to claw some money back???
    As part of my role I support some of the most vulnerable people in Bedfordshire and the current system on average is taking 6 months from requesting a form to a final decision and if it wasn’t for people like me, CAB etc. these people would never make it to the end of the process as it is so complex.

    I have supported 100’s of people to apply all have been given 0 – 4 points at assessment six months later when they have their tribunal every case was granted an award, the system is a disgrace, preying on the sick and disabled. Anyone who has been a part of designing and implementing it should be thoroughly ashamed of themselves.

    If PIP does become means tested I will never vote conservative ever again, I feel that strongly about this, the elderly and disabled should never be treated in such a dismissive and disrespectful manner…….. it’s just wrong and morally indefensible.

      @Relayer Your letter is very good. I have also written to my MP and said the same. If this comes into force and our family looses the support of the government because of natures choice when creating my twin boys. They will also forever loose my support and my entire families. Why should we support them if they are not supporting us. Grotesque and poor decision if this happens. We need a general election to force them out.

    My husband and I both work full time and pay alot of tax etc. We have a severely disabled son who we claim DlA for which helps us care for him as best we can, without this we would struggle as we are already, if this goes ahead I will be forced to give up work and care for him fulltime and therefore claim even more in benefits, this doesn't make sense to me, will cost more in the long run

    Dear Robert Halfon,
    I am really concerned to hear of the lack of reassurance from the government that benefits such as PIP and DLA will not become means tested. It's so hard being a disabled and chronically ill person without this threat hanging over people. Please could you help protect disabled people? Thank you.

    I wrote to my local MP Ian Byrne, (Lab) one Lord, (Con) two Baronesses (Lab and Con) and a Bishop outlining the fact that disability knows no class distinction and the fact that the means tested benefit threshold is a few pounds above a lot of people's household income, disqualifying us. To means test DLA, PIP, AA and child's DLA is an abhorrent misuse of government power, used to make sick and disabled people ashamed to exist

    My local MP isn't going to respond reasonably to me, checked what they vote for and I have zero confidence.

    Jack Lopresti voted in favour of cutting universal credit benefits for many people in paid work

    Jack Lopresti voted for reductions in benefits for disabled and ill claimants required to participate in activities intended to increase their chances of obtaining work.

    Jack Lopresti voted in favour of reducing the amount people are paid in tax credits.

    Jack Lopresti voted not to make an exception for those with a cancer diagnosis or undergoing cancer treatment from the 365 day limit on receiving contribution based Employment and Support Allowance.

    Generally voted against raising welfare benefits at least in line with prices

    Almost always voted for a reduction in spending on welfare benefits

    Generally voted against paying higher benefits over longer periods for those unable to work due to illness or disability

    I wrote immediately commenting that disability benefits are meant to cover the EXTRA expenses that sick and disabled people have on top of normal expenses which bear no  relevance to their usual income and expenditure. Expenses like personal carers, taxis, gardeners and cleaners as well as things like stair lifts and mobility aids to allow them to live a more normal life. They  are already at a disadvantage being unable to work     or  contribute to a decent pension scheme and  to provide such extra help is far beyond the means of most. Pensioners in particular have already seen a drop in income with the removal of the triple  lock and should not be penalised if they happen  to have managed to collect meagre savings. After years of receiving free care ,the  minute I turned 65, I was told I would have to  pay for a carer because my tiny pension and my husband's were  counted as unearned income; despite the fact that we no longer had a regular income from work.  My tiny private pension from work was calculated 35 years ago and is nowhere near enough to live on. We simply cannot cut expenses any further. I am now merely surviving, not living. It would be immoral to means  test benefits  which are not a luxury but a necessity.

    Dear Chris Philp,

    I have just read that the government are considering making disability benefits means tested. This left me very scared for the most vulnerable in our society. The disability benefits are for the extra costs we as disabled people face every day, to just live the nearest thing to a normal life, every one else takes for granted.

    I hope that we can count on your humanity to vote this proposal down. Most of these people can't fight for themselves and need ur vote and voice to see this never comes to fruition.

    Dear Christopher Wills,

    I am writing this letter with concern about the rumours circulating in relation to PIP and DLA becoming means tested.

    As a severely disabled person, through no fault of my own, after an assault at work, this would send my health into further decline.

    I am unable to use my hands/arms properly and suffer from CRPS, Fybromyalgia, Chronic Fatigue Syndrome amongst other ailments.

    As I am quite sure you will realise, not having proper use of my hands seems me unable to work. If PIP became means tested, my family and I would suffer. My health would suffer increasingly as my PIP is used to support my disabilities.

    Please can you use your voice to state the detrimental affect this will have on the lives of disabled people and their families. Especially when disability has been forced upon me.

    I just wanted to say Im so with you all. My daughter is severly autistic,  I work full time but most of my wage goes to rent and gas/electric. I dont get any other help because its means tested, so my daughters money pays for her, clothes, uniform, food, transport ( shes not entitled to a mobility car). Ive done the math and basically taking that away from her would not be worth my while working. I might as well stay home , claim carers and every other benefit going. Id be about £200 worse off a month but i wouldnt be killing myself full time to live in poverty.
    I have contracted my conservative MP with a scathing email (West Yorkshire).  Im not the only one, people work and struggle too but I love my job , it involves taking care of the vulnerable in society and all of them are terrified.
    Shame on the Torys.... A general Election is needed now , it wasnt enough that they killed off all the vulnerable in care homes with pure incompetence but now they want to finish off the rest !!!

      @Hayley Exactly that money is for your daughter. As a child rarely has capital or income so how can it be means tested? They can only look at what the parent/ carer has. I really hope there is something written in law that protects our children, the vulnerable children. Maybe the government need to look a little closer to home and not pay lifelong payments to failed pms?
