PIP and ESA claimants are being put at risk of losing awards, being hit with overpayments and having their health conditions made worse due to what appears to be a disastrous roll-out of AI telephone systems at the DWP. Benefits and Work is asking readers to consider sharing their recent experiences of trying to call the DWP with the commons work and pensions committee in an effort to improve a worsening situation and end the DWP cover-up.

In February 2022 we passed on a DWP warning that “Customers should not be concerned if they hear a “human like” voice when they contact us.”

This was because the DWP were planning to introduce software called ‘Conversational Platform’ which would “transform the customer journey by providing an automated conversational experience”.

A little over a year later and it seems that the customer experience has indeed been transformed - to a hell of endless waits and disconnected calls, interspersed with pointless repetition of the same security questions posed by human-like voices.

Because of our concerns about whether the DWP would be honest about the efficiency of their software we set up a page last year for claimants to report their experience of calling the PIP helpline.

We had also previously posted a news story about problems with getting through to the DWP on the telephone which continues to attract comments.

In addition, we have a page encouraging claimants to contact their MP for help with getting through to the DWP.

But we now feel the situation is so serious that further action desperately needs to be taken to prevent claimants losing their benefits or facing large overpayments.

“Please someone needs to do something this is so wrong on all levels why is this not being investigated or sorted been trying for a month to ring esa and pip on hold for 2 hours just to get cut off what is happening”

In the last few weeks in particular, the number of people who have told us they have been repeatedly disconnected seems to have increased considerably. Overall, we have heard from hundreds of people who are at a complete loss as to how to contact the DWP.

Some are afraid that they will face fraud allegations because they are unable to give details of a change of circumstances, others fear losing their benefits because they can’t get an extension of the deadline to return a form.

There are claimants who are trying to ask for a review of their award because their needs have increased.

We’ve also heard from claimants who are panicking because they can’t meet a deadline given in a DWP text ordering them to call the PIP helpline. And we’ve been contacted by people who say that the anxiety caused by their inability to get through to the DWP is making their health condition worse.

The commons work and pensions committee cannot force the DWP to improve their service, but they can oblige ministers and senior DWP officials to give evidence about what is happening. It is attention the DWP will not welcome and it may force them to make urgent efforts to improve their systems before they even speak to MPs.

If the DWP can’t immediately improve the telephone system then pressure needs to be put on them to adjust their procedures until they can. For example, as happened during the pandemic, the practice of ending claims if a form is returned late should be suspended. Late reporting of changes of circumstances should also be allowed without a claimant suffering as a result.

The committee may not be delighted if they receive hundreds of emails from claimants. But at the moment they are unlikely to be aware of the seriousness of this problem or the extent of the suffering it is causing.

The DWP will almost certainly, as always, be able to produce evidence showing that the overwhelming majority of claimants are very satisfied with the service they are receiving, but the testimony of hundreds of actual claimants will go a long way to proving that the reality is quite different.

Evidence from readers who provide advice to claimants and who struggle to get through to the DWP would also be extremely persuasive.

“Rang as a Charity-based Adviser on Friday 21/4/23 with my client on a 3 way call. He had tried the previous day and had no reply after an hour. Phoned at 15:00 hours but had to give up by 16:30 due to other commitments. Only got as far as being told all agents are busy. Client only received paper form for completion on 20/4/23 despite our request for it during phone start of claim on 3/4/23 but they expect it back by 3/5/23 which will not be possible. That will be another battle I’m sure. Online form is not an option for our client or us on this occasion. Completely fed up with the waste of time for everyone trying to get through and the stress it causes many already with health issues is unacceptable.”

The most terrible service I’ve ever used, constantly on hold for over an hour only to be disconnected or most of the time you’re disconnected immediately, I presume due to short staff or capacity of the line. I’ve been trying to call them for four days about my sibling I care for since our mother has passed due to terminal cancer and we’re going to go in arrears if they continue to hang up every time I call or disconnect whilst waiting, I have already wasted many hours in this process.”

    I think  we all  know that the  DWP  Is not fit for purpose  , the  awful  thing  is that the government are quite happy  for  people  to suffer and starve because  it doesn't affect them  as politicians .Frankly  the situation  will never improve until  there  is a complete  overall  of how  Parliament works and how various  departments are made accountable for their  actions  ...I recently heard that both the MS society and MS trust  are campaigning that MS suffers who  have  won a  PIP award  should not have to  be  reassessment as MS has no known  cure  and only gets worse over time  ...Of  course this will  be rejected by  the  Government  on the grounds  of accountability  and not  sensibility.

      @tony sibley Perhaps the Epilepsy organistions might want to do the same thing, I am tired of filling in forms which are just repeat, repeat and repeat I am wasting my time and everybody elses but I have written numerous letters to my MP to say this and naturally it is a waste of my time.  So no I won't be voting for him or the other useless lot either, all of them cimpletely clueless.

    I have been trying to get through now since beginning of March phoning and re phoning on a cordless phone 1 hour waiting then recharge my phone half hour and again 1 hour on phone from 8am - 6pm still not able to get through to get a pip form sent to me plus a letter of points awarded so far so can renew my bus pass. so for me nearly 2 months of trying. I have gone to local jobcentre- can't help. I have even written to local MP all with no help. I do not know what else I can do?

    I too had a review of my PIP sent, apparently, on the 20th of March, but received on the 3rd of April with a deadline of 20th April. I tried to call multiple times each day they were open, at all times during the day, and didn't get through until after their reminder letter arrived (written 8th, received 17th). I got through on the 18th and have an extension until the 15th of May.

    The lady I spoke with was nice and said that recently there have been an awful lot of people who have had letters weeks after they were written and were experiencing the same as me with not being able to get through. 

    I have now written to the Work and Pensions email address to let them know what I have been through. Good luck to you all!

    I had to phone yesterday regarding my PIP review, as the paperwork only came to me 16 days after the date of the letter so I was left with just two weeks to complete it (which is impossible). The first time, I had to go through all the menus, typing in and verbally speaking my information (repeatedly, because it kept getting it wrong) and was then disconnected following a busy tone instead of being put in a queue. It took a full five minutes to go through the menu options so it was frustrating having to repeat everything again. On my second attempt, I got the busy tone and hung up on as soon as it said “your call will be recorded”! The third time, after going through everything again, I then had to wait for a full hour on hold before speaking to an advisor. This was completely exhausting and I’m sure they use it as a method to put you off contacting them! I then spoke to the advisor for all of two minutes and they seemed disinterested and in a hurry to get off the phone. They DID agree to an extension at least, to give me time to contact my GP and fill in the forms. It’s utterly ridiculous to expect disabled people to be able to manage these kind of systems!

    Had to contact DWP re PIP twice now after them sending me a text. First time I was cut off 5 times after being told to wait for an agent. Eventually hung on the phone for 47 mins for someone to answer.
    2nd time I got cut off 3 times, again after they say wait for an agent. Then spent close to an hour for someone to answer.

    I got a pip review letter that arrived 3 weeks after the date on it giving me only a week to fill it in, get evidence and post it. I had to take 3 days off work in order to ring them to ask for more time. I rang 25 times navigating the 4 minutes of questions and being asked to wait for an advisor only to be put on hold for up to 1 hour each time and then being cut off each time! I finally got through only to be dealt with by a rude woman who said if things hadnt changed I should not take long to fill it in anyway. I had to argue for an extension. Its a complete joke!

    This is absolutely terrible. I sent in a review form for my son back in November 22. It is straight forward. His condition is and will remain same so no changes. I left it until February , but then began ringing them for an update. I was on hold for at least 48/50 minutes each time , after going through different selections.
    After waiting the phone would emit an engaged tone and cut off. 
    We are now at the end of April 23 , after several attempts and still no update , not even an acknowledgement of receipt , I gave it another try today.
    After 1.02 minutes I was finally through. I was told there is a massive back log and that I did not need to worry as it will be dealt with in due course.
    His pip is due to expire in August, so I am guessing until then we are in limbo.

    My sister tried to ring the DWP about ESA, she held on for 1 1/2 hours before they answered. They then told her they would have to ring her back and she is still waiting 3 weeks later.

    Had the need to call the ESA line twice over the last week and weirdly once i finally got through the right set of pre options (took a couple of attempts as not options did not fall into bracket of why I was calling) I was finally answered by a human being but both calls were around the 1 hour 15mins mark before being answered  - the total call length was 1 hour 27 and 1 hour 33 mins so only on the actual call to real person 15 mins of that entire time.  Once you get so far into hanging on you are vested in it and dare not hang up.  But what do you do while waiting?  The first time i literally sat and waited as i thought wont be long now.  The 2nd time I guessed it would be long so managed to do little tasks whilst waiting.   Did not want to waste that time just sitting waiting.   Thankfully once through the lady was more than helpful on this occasion.    I initiated the call at 3:56pm so went through the 5pm closure but there is a handling centre that still takes the calls that are on hold prior to 5pm.  EVENTUALLY!

    My severely disabled brother's ESA payments were stopped without warning or explanation, except a text message to call their number. Waited on hold for over an hour several times before I gave up and reverted to twitter! Within minutes of being retweeted by a journalist with 40k followers it caught the attention of the DWP newsdesk and the money magically reappeared in his account! Ridiculous way of sorting out the problem...

      @Gabrielle Maddocks I’ve given up trying to call the dwp, I just send letters registered post, but I am in the fortunate position of having enough savings to wait for them to reply, which they always do but it takes weeks or months.

    Spent 5 days ringing 50 minutes to 1 1/2 hours waiting only to be cut off. Finally got a human to ask for a reassessment because I am so incredibly weak and in pain now.  Filled the forms sent them back had a text a month later from someone saying they’re handling my claim in February and nothing since.

    I am originally from Italy, but a British citizen since 2020, my husband is a British stroke survivor and we annually visit my family, in Italy in the summer.
    Last year we informed the DWP PIP office, both in writing and by telephone, that my husband, the PIP recipient, would be on holiday in Italy for 5 weeks (you need to inform them if you are out of the country for more than 4 weeks).   However, in September last year, they accused him of making a fraudulent claim and cut his PIP support for 7 months. They had 'black on white' the date of starting and completing the period of a holiday abroad. 
    By the way, cutting disabled people's PIP contribution clearly sends the message that as a disabled person, you should not be allowed to go abroad and have a holiday. If they are disabled, how do you dare to go on holiday abroad?

    And, although in this country you are invited to the King's coronation by letter.... a letter is no use with the DWP, so you MUST call them by phone!! Except, every time you try to call them by telephone, you have to wait up to 50 min (in our case) on the phone before someone answers. I took a picture of the phone call at 47 min to prove that I was not 'making it up', in case they asked!
    The system is completely broken! At least they don't invoke the 'pandemic' anymore! 

    After accepting that cutting my husband's support was not supposed to happen [...of course.... 'we made a mistake, it is our fault'  or even a simple 'sorry' never left Richard's-lips(Richard is the DWP-PIP's contact, they never give a surname)]. They should be ashamed of themselves for the miserable service they provide to a group of people already crippled by their own miserable situation. They should know that we don't need them to feel any worse!
    In addition, even while my husband's PIP support was suspended, only 1 month ago they wrote to him to inform him of the updated payment from April 2023! adding insults to injury and showing that the different sections are completely disconnected from each other! Clearly 'one end of the dinosaur doesn't speak to the other!'.

      @Rc Cheshire west My freedom pass ran out MARCH LAST YEAR which has stopped me from being able to go out unless I have the money to pay for a taxi there and back as I am not in the position to be able to just go a couple of stops and then get another direct. It has taken until today the decision landed and they have cut my pip in HALF and have told me I now owe them money for overpayments and they will be in touch. I am now going to be in a much worse position to cover any payments on bills etc.

    A part of me is almost glad that it is just not me experiencing these problems!  There is no worse feeling than waiting on the telephone for anywhere from 90 minutes to 2 hours only for it to be finally answered by a person but then, immediately disconnected.  I have just under a week to get my PIP reassessment form back to them and rather than then even attempt to try to telephone the DWP again to ask for a further extension -  with the post the way it currently is -  I feel I have no alternative the to have to spend an further £8 or £9 in order to use Royal Mail's first class guaranteed delivery service.

    I tried some time back to ring to report a change in circumstance but could not get through at all in over a week of trying  , I then sent a letter recorded delivery ( because these are the only letters Royal Mail prioritise) it then took DWP over 3 months to reply which was a phone call from them

    Hello I am the wife of a claimant who is suffering with  multiple disabilities  one of which makes him keep thinking things are wrong and he must put things in to order.
    For example he sets his day out by time and if it goes wrong he needs to sort it out.  His review is this year September 
    And he's been trying to phone the D. W.P
    For the last two months  he has been on hold for over an hour at a time only to be cut off .
    This has a frustrating effect on him as he now thinks that the D.W.P are against him 
    And all he wants to know us will his review be a paper  one or a call or must he attend a centre. 
    His mental health issues are serious and he is classified as unpredictable  and
    Can become stressed over unplanned 
    Appointments  the phone problem is not going to get resolved and I have no idea how to solve the situation for him

    Hi.

    I have been troubled by the issues i am having with the phone lines as i wish to inform them of a change in my health and it is not for the better, i get almost to the point of contact that i need and i get disconnected time after time, not spoken to a human at any stage just recorded messages sating press a number which corresponds with your request but nothing i have even pressed a figure that was not mentioned and still git same response. It is soul destroying and is definitely not helping my illnesses. If i dont inform them it's wrong and yet trying to inform them is a joke. I want something done about this asap as there are plenty of us genuine claimants who are in dire need of more financial help.

    I can't deal with automated phone answering systems, I end up losing my temper and hanging up. I am no different with those automated phone calls from companies that ring me and tell me I need to ring them. It does my head in and I've got mental health issues as it is, I don't need extra stress. As I get older I'm starting to get even more frustrated with my body because its not healing as fast or not at all in some cases. They still have my form and haven't made a decision, I can bet I will have to see one of those unqualified idiots. They've had my mental health assessment for years and that isn't getting any better. They know I've got sciatica, lower back problems, arthritis in my knees, neck problems and now I can add a year of tennis elbow on both arms. Talking to them on a phone doesn't really get you that far, they don't understand or they can't understand what you are going through.
