The DWP have finally created a light touch review form for claimants who have reached pension age or who have an ongoing PIP award.

The AR2 form is being issued from August 2023.

This form is a much shorter alternative to the AR1 PIP award review form, which most claimants who have an end date to their award receive.

The AR2 form is being issued to claimants who have:

  • very stable needs which are unlikely to change over time
  • high level needs which will either stay the same or get worse
  • a planned award review date due on or at State Pension age

PIP was first introduced in 2013. The new form is being brought out just as the earliest PIP claimants with ongoing (no end date) awards, have been claiming for 10 years and are thus due to have their first review.

The six page form covers:

  • Identity and contact details
  • Immigration status
  • Your main healthcare professional
  • Details of any changes to your health condition or disability
  • Details of any changes to your daily living needs
  • Details of any changes to your mobility needs
  • Your consent to allow the DWP to collect further information

If there has been no change, then in most cases an assessment with a health professional will not be needed.

Claimants receive the form along with a covering letter which the DWP say will:

  • Confirm that you have a long-term health condition/disability or that you are over state pension age
  • Confirm your current awards for daily living and/or mobility
  • Set out the needs or difficulties that you have been assessed under for daily living and/or mobility for your current award
  • Explain the reason for the review
  • Give clear instructions about what you need to do next
  • Explain what to do if you have problems completing the form
  • Explain what the DWP will do once they receive the form

Claimants are given a time limit in which to return the form.  If you fail to meet this deadline your award may end, but this is a decision which can be appealed against.

It is likely that most forms that are returned which indicate there has been no change, or where the change could not make a difference to the award, will result in a decision being made in-house by the DWP without passing the case on to an assessment provider.

Benefits and Work would be very interested to see a copy of the accompanying letter, please get in touch if you are willing to let us see yours, completely confidentially.

We’d also like to hear from people who complete the process, to discover if it is as streamlined and painless as the DWP claim.

You can download a sample copy of the PIP AR2 light touch award review form in pdf format.

I had my review today . Two and a half hours of continual questions . The lady was very nice but the questions were relentless and often asked same question in another way later on . These questions are designed to confuse people and to be honest are on the verge of being an interrogation which is totally unacceptable . If they continue to award me ( will know within six weeks she said ) I can guarantee they will make sure it runs out within five years as then on state pension and they want people off it before then , nightmare to be honest.

@Carole Keith But you can’t make a new claim for PIP after your pension age, just keep if already getting it? You can only claim Attendance Allowance, does anyone know why this is?

@Jen Unless your condition changes your age has nothing to do with PIP.

@Jen Its just not right to drill people like that for two hours , its not 1945 ridiculous what gives anybody the right to speak to people for two hours  asking the same questions over and over again ,  that just messing with people heads I hope you get your help ,

Having a brain trauma injury and falls every week or so for the past 20 years, I had a 'review' a few weeks ago of a PIP award made 5 years ago.

Firstly the lady seemed extremely hurried and stressed and annoyed with me. It took her 20 mins of her phone cutting out. I then pointed out that I now had post covid symptoms and had twice almost died in hospital was booked to have a heart operation and suffering heart and respiratory problems, I am now suffering vertigo and hearing loss and my balance has got worse (as it does with age).

I am also awaiting to see the psychiatrist again due to having been raped as a child

I also told her that due to facing eviction after 25 years due to no fault eviction and described as the agency's dream tenant and so facing homelessness in a matter of 2 weeks I was suicidal and had attempted suicide at several isolated railway stations the previous day and 2 weeks previously.

After 30 minutes she said she needed to wrap it up and said otherwise she will hang up. She asked me about 4 or 5 of the PIP questions in the course of her 45 minutes on the phone

She awarded me nil points and claimed I was 'not anxious'. Was it just a cruel joke on her part? She sounded like she was aged about 20 and studying, as she had zero communication and listening skills and a complete lack of empathy. I doubt she's even a part qualified nurse as she has all the qualities of a Nurse Ratchet from 'One Flew Over the Cuckoo's Nest'

This government seems to be full of spite and anger towards the disabled.

If I was awarded PIP 5 years ago how can the DWP government think that with my illnesses worse, I have made a Lazarus miracle recovery?

It is clear the government is simply prefers the views of 21 year old inexperienced contractors over the top neurologists, top eye surgeons top ENT and heart specialists.

This government seems to think just kick and be cruel to the disabled and ill pensioners

@Mrs Christine Duncan My review was back in March and although they still haven't decided whether reviewed claim will be accepted or not they are still making payments.
It's taking them a lot longer to do reviews at the moment so try not to worry too much,  I'm sure they will be in touch at some stage.

Hi On my last review in November 2022 I was awarded my pip Standard rate for daily living and high rate for mobility, my next review is on the 24th November 2032 and the letter states that the DWP will contact me on or after that date and not before. I'm on my pension 67. so would I still get the AR2

I sent my review back over a year ago and have just had a text from independent assessment services that they are managing my pip assessment . I have also gone in to state pension age and my condition is more painful . Do i come under the new lighter touch review . i am on high for mobility and care

@jayne Louise My 24 page review form arrived in Jan 23 to be returned Feb 23 yet my PIP awards run until 28 Sep 23. I became an OAP in May 33 but why no shorter tick box forms for me? I contacted PIP in July for a decision but was told not yet and I would still be paid if decision not reached by end of award date. While it's some comfort it doesn't take away the stress of possibly losing my award despite others saying it will be ongoing as I've reached SP age and little to no change in my condition.

@jayne Louise Better ring advice centre for an answer as this is complicated. You by rights are off pension age so should qualify for light touch.if I was you I would contact pip directly and find out .

I just had to fill in 2 forms for my hubby and a friend who both have severe ongoing issues but have only been on 2 year reviews so far, but these forms didn't look the same as the old one OR like this new one. There were almost as many pages but just asked any change then how was it managed. I was relieved not to have to write two lots of essays but wondering if this is the start of an ongoing claim or not!?

      Ady · 8 months ago
@Lucy Yes I had one of these forms arrive the other day. I had a text message saying your pip review has started, even though the current award doesn't end till April 24 and they told me by letter in COVID lockdown that it has been extended to 25?
    • Thank you for your comment. Comments are moderated before being published.
      Leda · 9 months ago
@Lucy I also only get a maximum of 2 years on my claim rewards but the last form I filled in back in March, like you said, was still quite lengthy but it was asking if anything had changed since my last review,  so yes I think this type of form is for ongoing claims.
My condition isn't going to get better, only worse as the years progress,  so I personally wish they'd give me a 10 year award as I do hate filling out forms.

After around 230 years of being allowed only 2 years at a time on high rate mobility and care (DLA) I had to change to PIP when I was 64. Retirement then was 65. I was suddenly awarded High     care and High mobility "indefinitely". I'm now 75 with new much worse spinal problems, constant pain, unable to walk from one room to another without  unbearable pain, had a heart attack and 2 stents. So does "Indefinitely" mean they should now leave me  alone or does it mean they can  review at any time?

@Shazier l am in the same position, l was on DLA, they told me l had to go on to PlP,  went to an assessment, they were very nice to me, was very concerned about me in fact, asked if l was ok. my review will be in 3 years time when l will be 75, l have the high rate for both,  indefinite l suppose l will have the light touch, in 3 years time, it is a worry, l have a speech lmpedament, severely death, that will never get better. we dont need all this worry and stress

@Di Indefinite means no more reviews no end date so relax no more filling out the awful forms

I was going to raise the issue about losing the mobility side of PIP once you hit state pension age ( which for PIP is 65) however the State Pension is now 67yrs old and will be raising in due course. I had Low Care and High Mobility DLA for life. I lost the mobility as my change happened around my 65th birthday. When I questioned that, I was told that when you reach that  S.P. age you're going to have mobility problems anyway. So the first question is about equality for the elderly and disabled people. Why if the SP age keeps climbing, surely the cut off age for PIP mobility should change to match the SP age.  My second point is that if you had a life award for mobility on DLA, than surely , it would make sense to continue that into PIP. Those who had lift time awards, must have had serious mobility problems, Is the PIP process saying those who made those life time awards were wrong? People are having to work longer and longer.

@Elaine Bear in mind the DWP do not want to give PIP out

@peter p If you get Enhanced Rate Mobility in PIP prior to review then it continues after for indefinite under the linking rules of which is reg 27 where you received mobility previously within 12 period.

@Elaine mobility pip contines if you qualify no matter how old you get
No such legal thing as a lifetime award that was just wording. Every award must be open to possible further review

A word of warning to PIP claimants approaching state retirement age, please make sure that you are getting the appropriate mobility component soon as possible as otherwise you may never be able to get it or have it increased. If you are awaiting a review which comes after SR age and your condition has worsened since your existing award was made, don't wait for the review but report a change of circumstances and provide evidence appropriately.
The underlying justification for not giving either rate of mobility or increasing the standard rate is that an awful lot of people are likely to have increasing mobility problems as they age.
