The DWP have finally created a light touch review form for claimants who have reached pension age or who have an ongoing PIP award. 

The AR2 form is being issued from August 2023.

This form is a much shorter alternative to the AR1 PIP award review form, which most claimants who have an end date to their award receive.

The AR2 form is being issued to claimants who have:

  • very stable needs which are unlikely to change over time
  • high level needs which will either stay the same or get worse
  • a planned award review date due on or at State Pension age

PIP was first introduced in 2013. The new form is being brought out just as the earliest PIP claimants with ongoing (no end date) awards, have been claiming for 10 years and are thus due to have their first review.

The six page form covers:

  • Identity and contact details
  • Immigration status
  • Your main healthcare professional
  • Details of any changes to your health condition or disability
  • Details of any changes to your daily living needs
  • Details of any changes to your mobility needs
  • Your consent to allow the DWP to collect further information

If there has been no change, then in most cases an assessment with a health professional will not be needed.

Claimants receive the form along with a covering letter which the DWP say will:

  • Confirm that you have a long-term health condition/disability or that you are over state pension age
  • Confirm your current awards for daily living and/or mobility
  • Set out the needs or difficulties that you have been assessed under for daily living and/or mobility for your current award
  • Explain the reason for the review
  • Give clear instructions about what you need to do next
  • Explain what to do if you have problems completing the form
  • Explain what the DWP will do once they receive the form

Claimants are given a time limit in which to return the form.  If you fail to meet this deadline your award may end, but this is a decision which can be appealed against.

It is likely that most forms that are returned which indicate there has been no change, or where the change could not make a difference to the award, will result in a decision being made in-house by the DWP without passing the case on to an assessment provider.

    I have an indefinite award as l’m registered blind & have some other health issues. Since the award from the transition from DLA to PIP my condition has marginally worsened. Do I inform them of this & get reassessed or state the same & be ‘waved through’.

      @Stephen Bailey If you receive Enhanced Rate in Daily Care and Mobility I would leave it alone on the grounds that your getting the highest rate

    I don't understand question 4 - where else would you be if not in a Hospice, a Hospital or residential accommodation? Besides I thought they did not pay you if you are in a hospital (or am I wrong?). Would one tick yes if you are living at home? It is very badly worded.

    My award is due June 2029, so do I have to wait till closer that date. I’m on enhanced for mobility and standard for care?

      @Kerry Yes you will have to wait but they are more than likely to review your award one year before it runs out so they could be in touch from June 2028

    I had my review form sent through a month ago (with only 2.5weeks to complete it) when my review is not due until April 2024. Why are they sending the reviews out so soon and rushing them back in? Does anyone know? I have had to complete mine but needed an extension of two weeks and still struggled to get the info in on time by a day!! I’ve gone through two surgeries since the forms were sent out.

      @M James They are sending them out so early because they know the backlog means that they might not get the process completed in time otherwise. The time to return the forms is the same as always, so the claimant has to rush but DWP et al have nearly a year to do their bit.

    My award was extended to 2026. I’m now past retirement age being 70 recently. Having had a stroke and left with left side weakness affecting my left arm and hand plus my walking isn’t good, I dread doing the hokey Koke ever!!!  Will I receive a light touch form or now I’m 70 and retired will I just receive a further extension of my current award???

    Myself and my daughter had our pip extended to March 2024, we have already had the short review paper, filled in and sent back. When I rang up they said because it takes a while they have sent reviews out early. I also advised them that due to postal issues it arrived just before cut off date, she extended the return date another 2 weeks. I still had to send evidence in, especially any new health issues.

    Hi
    I became an OAP on 24/4 this year. My PIP review was due Feb 2024.
    On the 8/4 I received reviews forms which had to be returned to DWP by the 23/4!!!!!!! One whole day before i became an OAP.  Thinking this must be a mistake i rang them. They said that they had brought my review forward because they werent so far behind. No amount of arguing on my part made them see how utterly ridiculous asking for the full PIP assessment a day before my 66th birthday, especially as it had been brought forward fromm Feb 2024.
    I filled in the form and returned it as rhe alternative was to lose my benefit.
    They were so eager to get it back i still havent had any word from them all these weeks hence!

      @Kay Hasler Let’s face it . They are hoping to stop PIP to people before they retire so it’s not ‘ongoing ‘ that’s their agenda .

      @Catherine when you get these renewal forms you have to send them back on the dates you get them as these are treated the same way as a normal due date for pip forms to be returned or it will state on their systems that you didn't return it.  Review forms are treated the same way as original claims.

      @Kay Hasler Very similar to my scenario. Current award to March 2024, received renewal forms in April. I couldn't return it by the first requested date, asked for an extension, which they granted and by then I was an oap! I've heard nothing since either

    My current award runs until March 2024. I received the full blown 24 page renewal forms in April 2023 with a required return date after my state pension age start date in May. I seem to have got caught between the two formats of renewal forms

      @Catherine you should have received a Review form on the grounds that this is not a new claim but a review of the previous original claim.  I would have written in big letters on the front of the booklet the words REVIEW

    Would be grateful for any advice to help simplify the above for me. In that I am due my first pip review next June 2024 and come this  December will be in receipt of state pension. I suffer from ankylosing spondylitis and osteoarthritis. Whilst my health has not improved, I would say that it has worsened, due in part I would think to the aging process. So will I be asked to complete the aforementioned AR2 form nearer the time please. Which having viewed actually looks that surprinsly and hopefully makes the process look less stressful

      @Andy yes you will receive the Review form of which is shorter form to fill in under light touch because of being on state pension.  You haven't mentioned what rate your on.  If your not already on Enhanced Rate Daily Care or Enhanced Rate Mobility I would be shocked because of your conditions. You won't get Mobility if you are not already receiving this.  Otherways  I would request Change of circumstances now with PIP to get your Enhanced rates that way you will keep them after December

    This is very interesting.What is not made clear is how much supporting evidence would be needed,or is it just the form they require?Also if over pension age ie 66/7 how are they assessing mobility,I will be 70 at next assessment !

      @GorillaWheels You need to have had Mobility component within the last 12 months to keep it after pensionable age reg 27.   Thats why people should make sure they get it before state pension age. If their not getting it then they should contact PIP to request change of circumstances if they have supporting evidence and state deterioration in health. Please beware of the time of decision of which is crucial to make sure this does not take them over pension age. So leave plenty of time to apply and decision to be made.

      @Claire Your illness is Chronic and do not expect to get better under osteoarthritis so therefore that is evidence in its own right under their own medical guidance

      @GorillaWheels GorillaWheels I think you are right,mobility cannot be increased after pension age.This is why it is so important to be on the right amount before you reach this age.Of course they will not want to increase genuine claimants and will likely try and downgrade just before pension age.Seems lots of 60 plus suddenly being reassessed at the moment.

      Are you sure that is accurate? I volunteer at a disability charity helping with welfare benefits and I’m sure our advisers say the mobility component of PIP cannot be increased after a claimant has reached state retirement age, even if a person has worsened, they’ll stay on the level there are on, it cannot be raised over state pension age.  You say it can for a deterioration of the Same condition, it that definitely true? I wouldn’t like to think your giving people wrong information on here, telling them something that does not happen?

      @Claire I think they just need consent to contact you Gp or consultant etc .. it's optional to send evidence. I'd say they will assess mobility by means of evidence such as x-ray, gp evidence and so on

      @Jason Lee Yes. They already do with AR1 Reviews for longer term awards but these are even "Lighter" for indefinite or those past Pensionable Age. They're more in line with the Scottish system.
