The DWP has announced the dates that the second cost of living payment of 2023 will be made.

A payment of £300 will be sent out automatically to eligible claimants between 31 October and 19 November 2023.

This follows a first payment of £301 made between 25 April and 17 May

A further £299 payment will be made in Spring 2024.

Eligible benefits
To be eligible for the £300 payment you will need to have been in receipt of one of the following benefits during the qualifying period:

  • Universal Credit
  • Income-based Jobseekers Allowance
  • Income-related Employment and Support Allowance
  • Income Support
  • Working Tax Credit
  • Child Tax Credit
  • Pension Credit

Universal Credit
You are eligible for the second Cost of Living Payment of £300 if you were entitled to a payment (or later found to be entitled to a payment) of Universal Credit for an assessment period ending between 18 August 2023 to 17 September 2023.

Income-based JSA, income-related ESA, Income Support and Pension Credit
You are eligible for the second Cost of Living Payment of £300 if you were entitled to a payment (or later found to be entitled to a payment) of income-based JSA, income-related ESA, Income Support or Pension Credit in respect of any day between 18 August 2023 to 17 September 2023.

You are also eligible if you are entitled to one of these benefits for any day during this period but you do not receive a benefit payment because your entitlement is between 1 penny and 9 pence.

Tax credits
For tax credits-only customers, you are eligible for the second Cost of Living Payment of £300 if you were entitled to a payment of tax credits in respect of any day in the period 18 August 2023 to 17 September 2023, or are later paid in respect of any day in this period.

    I will not receive this again, husband is on state pension & I’m on contribution based esa.

    I will not receive this benefit because of a DWP UC overpayment, my UC stopped a year ago and I have to pay back thousands over 7 years. My enhanced PIP is reduced by £200 each month to recover that. I struggle to find work because of lifelong epilepsy. I was recently dismissed from a cleaning job paying £270 for 24 hours work a month. 

    I rely on my wife's carers allowance to pay bills, I have £230 Council Tax due to paying less in past 2 years. My income including (wife's carers) is £699.00 a month and expenses £750.00 and I don't spend on anything extra.

    My epilepsy nurse has been in touch and asked if I would like a letter to confirm I'm not fit to work.

    I said Yes but I'm still waiting 6 months for DWP to write to me as my PIP is under review. 

    I have had epilepsy since birth and am 43 years old now. I am very low that I cannot work despite studying hard to get to University. I got extra time in exams but my learning Disability and very poor short term memory affects my performance in many jobs I've had.

      @Sohail I am horrified by this email and think it’s time that we should not be held responsible for the mistakes of UC and other benefit claims. Only of course if it was deliberately wrongly claimed, which I doubt. To still be paying it back over several years is mind blowing and surely you and your wife are under the government’s level of money you need to live on! Definitely chase up your claim with your medical letter being unfit for work and shout out to your mp too. Unbelievable this is going on and wish you all the luck in getting sorted.

      @Sohail Dreadful situation, is there nobody who is able to help these people?  This is 21st century in UK, how can anyone live on this sort of money?
      I don’t know what to say, I just feel so sorry I’m my heart that this goes on. 
      I too am on benefits but my net amount is more than this couple get and I cannot manage, I don’t know how they do.

      @Alan If you put in for pension credit you could stand a good chance of getting this and once you have pension credit this will stand for you to qualify for the above benefit.

    its always "income based" ESA - despite the fact that all "long term" or "not expected to recover" people are automtically placed in the "Contribution Based" variant regardless - even if they have no/run out of contributions .....its a big con to make them look like they are doing something while the people who need it most get nothing as usual

      @Carol B Two different systems as one is old style ESA and the other is a new style ESA, following on from the benefit reform back 10 year or so agian ( when got rid old style benefits) x depending on when a person became unwell and applied for the ESA, depends on which one a person claims xx :/

      @JD About 5 years ago, My friend through a fB disability group site, we’re talking as we were both on contribution based ESA, as like yourself couldn’t get any extra help, she phoned the contact helpline that’s on your letter and they moved her into income based, so she told me to make sure I was in the correct group 
      So I phoned them and they told me I had been put into the wrong group and I was also moved into income based as I will never get better and will only get worse it has helped me no end, if they can get it so easily wrong, why do they not do reviews to make sure people are in the right group!

      @JD I agree 💯 with you!  I've worked till age 58 and now receive contribution based ESA and am.therefore not entitled to a single COLLP, yet I know people on income related ESA who haven't worked for 15 years and more  and get everything going.  Where is the justice in this?

      @Tezza Fill in an application form anyway.  I was told I wasn't eligible until the cou ncil pointed out that I was to apply anyway.  I got it but was only backdated a month.

      @Tezza Because DWP increased the Pension it is just over the pension credits allowance  that’s so they save money not having to pay out Pension Credit they should increase the allowance so pensioners can get extra credit

    Again Legacy benefits excluded .. I cannot understand why,  because I get a tiny private ill health pension that’s barely worth having, that puts me in this contributory esa category!

      @Jac Not forgetting you are or can be taxed on your private pension, depending on how much it is, and ESA (cont) is reduced by your pension, so still paying into the Government's bank and you don't even get a one off payment to assist with fuel bills etc.  Totally disgusting!!!

    Why is it only people on certain benefits such as Tax Credits, Job Seekers and Employment and Support Allowances are given this help, do Pensioners or people on Disability Allowances not matter to this hapless and hopeless Government.

      @Jim Smith The answer to that question is, no they don’t. The 2 main parties in this country are not interested in supporting us. They’re interested in creaming off as much money as possible for themselves and they’re big business buddies (cronyism).

    Absolutely shocking that those on PIP and DLA had to go through the winter before they got their miserable £150.  Also again legacy benefits loose out. It is my understanding that those on DLA and PIP are not getting another payment.

      @Tricia I applied for carers allowance for my mum after the sudden passing of my father earlier this year. I provide the bulk of care for her as she is 89 years old, but when I need a break my brother comes over 45 miles to take over. When  I completed the form I put all this in and ensured I answered all my questions after reading the guidelines thoroughly. My mum was awarded the AA at the lower rate. 
      Have you anyone who could take over your care when your husband is at work. Presumably he takes over when he comes home?

    I get Pip high rate on both for MS   , housing benefit, council tax reduction, state pension, 66yrs old. Yet im not eligible for the £300 hand outs , not a fair system as Im not on Universal Credit or Pension Credit. My partner has a small works pension, state pension and is my carer, we can claim nothing.

      @Rebecca H I would have thought that housing benefit would qualify you. I am also on the old `housing benefit` list which has now been taken over by `Universal credit`, therefore people now getting the housing benefit part of universal credit qualify as they are classed as being on universal credit. It is unfair just because you are part of the old system.

      @Geraldine niven I also use to get the warm home discount and it really use to help out with the bill and just like yourself they say now if you are entitled to it then you will receive it, Iv always had it and it went straight to the gas/electric company so not into our pockets and I don’t know anyone who receives it now.

      @Dee I am a pensioner, up until last winter I was claiming for the warm home discount, then the DWP took it over and I not eligible for it, the reason, I live in a small flat, so obviously I do not to heat it, or need electricity, it now goes on the square footage of your home

      I think you could double check this because you’re in receipt of PIP. If you don’t then look into the Warmer Homes Discount, it won’t be as much as the hand out.  if all that fails  at least you will get the Winter Fuel payment no?

    No PIPs? I'm a pensioner caring for the wife on PIPs. I get just over the limit to get pension credit. My wife is 59 I'm 69, she as Muscular Dystrophy and I have Rheumatoid Arthritis thanks to the 3rd covid jab which altered my immune system and can't get any help

      This article is about the Cost of Living Payment so that is why I was unsure why the OP was advising someone to speak to their power company with regard to it. They can do nothing about it.

      @Geraldine niven Geraldine I wonder if you have applied for Pension credit? Pensioners can apply for pension credit even if they have more then £10.0000 savings - many many get it.   

      If they live alone and have under £10,000 savings they will get Pension Credit Guarantee and be automatically eligible for Warm Home Discount.  I get it and no one has ever measured rooms or anything like that. It took a phone call to DWP and i had to send an up to date bank statement to confrim amount of savings(if any!)

      @derek  Derek i believe that people aged 69 cannot start to get PIP   (DWP told me i couldnt) . However as you are a pensioner you can aply for Attendamce Allowance ( not means tested). I suggest you ask a welfare rights person/ support worker to complete the form for you.  After i was refused PIP i applied and got Attendance Allowance. You can google it and get the number to ring to ask for a for and the claim will be backdated to the date they sent you the form

      I think you may be getting things confused.

      The Warm Home Discount is a totally separate thing, applied directly to your electricity account.

    Although this money will help with the bills I think that the Government should scrap the VAT & Standing charge completely giving the people a little more power.
    It's roughly £5.00 power day for power for most people, this money could go to providing a Mitch needed meal.
