2. The standard ESA50 is actually issued by Maximus, that may be why there was some confusion.
3. No, the DWP is the Date Controller. I'm not suggesting that there is no opportunity for the postal staff to do the wrong thing, just that the rules they operate under are exactly the same as the DWP staff.
