The DWP have published the results of a survey on the public’s attitudes to a worrying list of new powers it is considering acquiring, allegedly in order to combat fraud, error and debt in the benefits system.

The proposed new powers include:

  • Trained DWP investigators having arrest powers
  • Trained DWP investigators having search and seizure powers
  • Collecting information about where claimants are spending money
  • Collecting banking information as soon as fraud is suspected, rather than waiting for a criminal investigation
  • Asking banks to share information about accounts which look like someone may be committing fraud
  • Government organisations sharing data with DWP about claimants

The DWP research claims to show that a majority of the public were in favour of every one of these measures being introduced.

Even amongst a group of claimants, the DWP claim, more people considered the powers acceptable than found them unacceptable, with the exception of collecting information about where claimants are spending money. 

Given the levels of incompetence, data loss and unaccountability at the DWP, the possibility that staff could arrest claimants and seize their possessions is likely to alarm many readers.

Equally, the idea that the DWP could begin examining bank accounts and looking at how a claimant is spending their money merely because the they suspect fraud is a cause for real concern.

With the department increasingly relying on AI and algorithms they don’t fully understand to detect fraud, the possibility of claimants being wrongfully arrested and facing long and poorly resourced investigations seems real.

No legislation has yet been put forward by the DWP and many will hope that a general election intervenes and that these proposals never become anything more than the wish list of a failing department.

    Considering everyone on Universal credit claiming housing element and tax credits while employed and unemployed that's data protection breach.  So they would need need new legislation laws and remove the trust element removing where the claimant reports the changes. But what you spend it on is why card is tracked if you withdraw cash nobody will know when or where it was used unless you get receipts but most places don't give them in this green world.

      @Gavin Yep that's why we should all be making more of an effort to use cash but kids today will follow like sgeep tapping and mobile phones until it's the norm then if we are still around cashless society slavery to the system knowing everything we will be doing. And switching it off in a click. Scary but China is already cashless.

    Let's not worry ourselves too much over this. Personally I think it's just a pre-election publicity blitz to try and win over voters drifting to Labour. It says in the article there's no legislation in place and the election isn't far away. All we can hope is Labour won't allow it to happen, it seems far too extreme a policy to ever happen whoever's in power.

      @Roger Barlow Given the recent public 'half of Briton' want to ban peace marches survey that turned out to be 2,000 people out of a population of 67 million then would there be a way to put in a FOI to find out how many people were polled - if any at all were?

    Should they ever bring this in, and I doubt they will, for many reasons, legality, the fact some DWP employees are part time and claim UC,...but if is brought in, I swear I will leave enough in my account to cover the rent, utilities etc, then withdraw the rest in cash. I will spend it as I do now, but they won't be able to see how. If enough of us do this ......

    Was anyone here invited to take part in this survey?  I've never heard of it until now!  Just the same as a LOT of their other surveys, until someone manages to bring it to the public eye, and often after the event.  I've done a couple of their other surveys on other subjects which were brought to my attention (again, nobody I knew had heard anything about these "surveys"), and the question & answer options were worded in such a way as to skew the outcome towards what they (obviously) wanted to hear.  Nothing new under the sun, so I'd expect to see much the same thing if I were to examine the questions and answers regarding this "survey".  

    Like Jude says, the number of people and demographic is also very important.  There is a book called "How to lie with Statistics" - could the govt have been reading it, per chance?

      I find the current Tory DWP disgusting in how they treat people with disabilities and health conditions. They're horrible (Tories). 

      I want an election (rather than later). They need to be put into opposition for a very long time (10 years at the most or longer).

    Clearly, any meaningful policy that could be forcibly extracted from this tiny poll is moot in the wider context of nationwide pre-election polls that give the Tory government itself a massive thumbs down. I know which poll I'd choose to respect.

    This could be very worrying with the levels of incompetence from the whole benefits process. This is only at the proposal stage at the moment and if its rolled out as successfully as UC most of will probably never see it in action. DWP do not have a good record with implementation of change.

    I am the executor of my parent's will and am currently in possession of funds exceeding £16000. These funds are to be used to cover all creditors etc, the remaining balance to be divided three ways. Will the DWP take this into account before they charge me with fraud? Will they ****

      @Bumph Based upon my own personal experience you would be better off keeping the money in a totally separate account - a sort of holding/executors account - or else I would worry that yes, you could encounter difficulties with the DWP.

    Not a dig at the lady saying why worry if it's just those actively defrauding the system. The DWP do not do things fairly reasonably competently or seeming with the amount of excuses hung up phones lost forms and acceptance of medical reports that are full of lies stone cold refusal to even listen to you no matter how desperate you are.
    How many times do they remove benefit from people or sanction people using the slightest reason. Ex Form few days late claim shut told reapply. Medicals that so obviously full of lies or irrelevant observations claim shut do mandatory reconsideration always rejected oh you'll have to appeal. No more debate you are out of the system.
    Of course this will take the best part of year in the meantime how do you live with no income?. In fear anxiety and stress. Of course many don't make it they give in or tragically something worse happens.
    Then you have an appeal if you win you go back to where started or you fail but so people have reapply.
    The DWP is basically a mangle they put people through. I hope that people who think the DWP never find out the reality.
    So no the DWP doesn't need further powers god help us if they do.

    And for the next step all small businesses who might be defrauding the government of tax returns will be having their bank accounts watched and face their premises and home searched and being arrested by gov officials. I know of of plenty small businesses taking payments not through the books and claiming every gov subsidy and benefit top-ups available yet here they are taking several holidays abroad every year and going to exotic locations or having fancy home renovations done.. its only time the gov will want every penny back and heaven forbid anyone defrauds the government money unless you are a multi-million pound company with investment ties to a member of Parliament. Also does 2127 people truly represent on the whole what uk citizens believe acceptable?

    My husband receives permanent health insurance he pats tax and insurance on his monthly payment  and we had a excessive calls from as number that we thought was a scam telephone number it turned out to be the dwp checking our bank account and because he’d been paid back pay and his one month payment was larger than the rest from his PHI his payments were in question we were subject to a rude individual wanting to know why he had received a larger payment on one on month than all the rest - yes they had checked our account accusations of working while claiming

           I am on benefits basically due to haveing been treated very cruelly & repeatedly beaten unconscious by my mother & sexually abused by both my parents. This has left me mentally handicapped. 
          Life is utterly terrifying for me. The world seems to be full of abusers & scammers who are out to harm & take advantage of me. I am alone I have no-one to help me stay safe, even though I am mentally handicapped. I do not have any constructive family, as I was scapegoated.
          If there had been a well advertised safe & therapeutic place for me to go as a child I would have gone. 
             I would have happily gone to to such a place as a teenager, as long as I could also continue to study for qualifications. 
          As a young adult I would have happily gone to such a place, even if it included several hours of appropriate, provided, work each day to earn my keep. 
                   I have had no choice at any stage. 
       There was nowhere to go for help when I was a child. There was nowhere to go for help when I was a teenager. I told a number of teachers I was being beaten up at home. Not one of them even asked me what was occurring. I was ignored, while they chose to chat with other pupils about TV & sports.
           Due to the cruelty I suffered & it's effects, at the age of 15 the school insisted I saw a psychiatrist, who said that the prognosis was that was about to go irretrievably insane & would probably spend the rest of my life in a psychiatric institution.
              As a young adult I tried to afford to pay for therapy out of my benefits, but the person who was doing therapy at a budget rate, (which I could afford one session a fortnight of, as long as I only bought clothes at jumble sales & didn't use heating & lived on an extreme budget generally,) moved on
         I dragged myself through college to get qualifications, despite being terribly ill to the point where I did my final exams with my desk whirling around about 20ft high in the air & the end wall broke up into a pattern of black & white squares which then distorted & whirled around. (Hallucinations.)
      In my twenties unable to get work despite having worked so hard to get qualifications, applying for hundreds of jobs & threatened with homelessness & struggling to find somewhere to live I became so ill with depression my body started to shut down. I fell into a state where I was lapsing in & out of consciouness for some days. I could not do anything for myself as I only came around for brief periods. After some time of this I came around one day enough to realise my mouth & tongue really hurt. I tried to investigate & found my mouth was cracked & bleeding & what I could see of my tongue was black. I had not had any water for sometime.
           I was extremely weak but managed to crawl to the bathroom, though it took me several hours so that I could get some water. It took me several hours to get back to my bedroom as I kept on lapsing into unconsciousness. This went on for some weeks. There was no-one to help me.
         I have repeatedly been taken advantage of used & abused. Due to the trauma I have been ill with Chronic Fatigue Syndrome for over 35 years. I also have suffered two bouts of cancer. I was only given 30% of surviving the second time around. I have other permanent health problems.
          I have been on the waiting list for therapy on the NHS for years & now they are trying to trap me into making a mistake which will have me thrown off the list. There is no sign of progress towards the top of the list.
                   At present I feel in danger of the condition of lapsing repeatedly into unconsciounes, (in fact it has started happening) reoccurring, due to feeling hopeless about being stuck on benefits & being at the mercy of everyone from benefits staff & phone & internet scammers all my life I. I have told doctors & the mental health team but they just say they are busy & have nothing to offer.
         I have had many people steal from me. I also have suffered terrible bullying from neighbours.  Last year I was treated cruelly by a so-called support worker who stole well over 100 possesions from me. Many of them personal & irreplaceable including my exam cerificates. I was also poisoned.
                     I just cannot take any more from the DWP or anyone else. 
            I know of others ill & on benefits due to horrific child abuse. If any governments want
    to reduce the number of people on disability benefits please start there! Have a proper system. Have well advertised phone numbers, numerous safe houses, therapy for traumatised children. Instead of numerous short term foster homes, long term homes run by genuinely kind, professional people, paid well enough to stay long-term. Where children can create real relationships at home & school instead of being shoved around from one place to the next, in an emotional neglect desert. (Long-term, money & appalling suffering would be saved.)
          It is too late for me but others might be spared life-long struggle.

    As always what passes for our government turns their attention to benefit claimants in a bid to look like theyre getting tough on benefit claimants who they portray as fraudulent parasites soaking up the wealth of hard working decent citizens.
    To be reliant on benefits means that you are a 2nd class citizen and will be treated as such. It is perfectly fine to call us fraudsters thieves who are utterly worthless. It is OK to lie to us to con us to ignore us to portray us as vermin the enemies within crippling the economy. 
    They already have so many ways to attack us in the name of getting tough with the workshy the parasites. Yet now they want more. Power of arrest power of detention power of asset seizure power to check how we spend what little we have on.
    Pure misdirection for the daily mail reading right. Steers them away from the problems they've utterly failed on.
    We aren't the liars we aren't living off the backs of hard workers. The are!

    Surely they still have to have SOME grounds, however ill-thought out and spurious?…
    I recommend anybody arrested on this premise to not resist, comply… and say absolutely nothing except to request a solicitor asap…

    The majority of the public was a group of approximately 2.5k. Who knows who this group consisted of, and where they found them. I'd hardly say that was the majority of a small town. Their noses should have dropped off and their bums scorched to death with their burning pants.

    The DWP will move all payments to digital currency as soon as they can. They want to control what benefits get used for, and how much. To all of you reading this, draw your benefit money out in cash and use it that way. This is coming, people. Use cash as much as you possibly can.

    I have a joint account with my wife who is not claiming and works. I would what her rights are as her money is part of our income and she would not be happy to have these people prying into her expenditure.
