The DWP began extending hundreds of thousands of personal independence payment (PIP) awards last month. This is a matter of enormous consequence for claimants, yet the department has published almost no information about what is happening.

Benefits and Work has carried out extensive research to try to find out more about the changes that are being made, who they are likely to affect and how.

In this article we set out what we know for sure and what we think is likely but can’t be certain about.

In brief, we know:

  • The DWP now has the power to extend fixed-term PIP awards.
  • Under the new regulations they can only extend the length of awards, not shorten them or change the rates.
  • The changes only apply to claimants aged 25 or over living in England or Wales.
  • The changes are designed to deal with a lack of capacity to manage both PIP and work capability assessments (WCAs).
  • Letters are being sent out to claimants over a period of 4 to 6 weeks.
  • The decision to extend an award carries appeal rights.

We think it’s likely:

  • More than one million PIP claimants will have their awards extended.
  • Most of the extensions are being given to claimants whose awards were due to end in 2026, 2027 or early to mid-2028.
  • Extensions can vary from as little as five days up to six years.
  • It may be difficult to appeal an award decision because of the lack of clarity about how they are arrived at.

If you get an extension letter

If you do get a PIP extension letter:

  • keep a copy and check the end date carefully
  • remember it only changes the end date, it is not the same as a review of your award. It does not mean the DWP has looked again at your needs or decided whether your current award is still correct.
  • if your needs have increased, consider requesting a change of circumstances review (supersession) – consult our PIP guide or get advice if you are worried.
  • If you think the extension is too short you can challenge the decision, but it may not be straightforward because the DWP has not explained how extensions lengths are being calculated.

Members-only analysis below

In the rest of this article, we explain why we think the number affected could be over a million, whether your health condition or the level of your award are factors in deciding if you get an extension, what appeal rights may mean in practice and the reason the DWP expects to make savings by delaying reviews.

We also look at what is likely to happen when these extended awards are due for review in a few years’ time, including whether AI could play a greater role in processing evidence.

They had auto extended my award in November 2025 to Nov 2028, there was no review form or contact from them at all? But I assume the new extensions are a separate issue, just have to wait to see if I'm included this time.

So it's a case of lucky dip. Some get extensions some don't?

@Cuckoo21 Its unknown why not all upcoming reviews are extended, I doubt its random, there is likely an algorithm at play, but I hope next year those for 2029-2030 get the same treatment, otherwise its basically reviewing people out of order.
As an example someone reviewed in 2024, award to 2028, then free extension to 2032.
Someone reviewed in 2025, award to 2029, then reviewed again in 2029, so they reviewed twice before the first example even though both are four year awards.

I'm lucky and so happy to say I got and extension on my enhanced rate PIP that was due for review 2028. It's been extended to 2031. Such an enormous relief.

@Sherry Indefinite means what it says for the foreseeable future until they see fit to review they have left the door open on this one apparently, probably we are left to the mercy of the timms review 😔

@Dare, re your post below, congratulations! You won't have to, and should not apply for attendance allowance because your pip award bridges your state pension age. You can therefore remain on pip (and, most importantly, retain the mobility element you wouldn't get on attendance allowance) and you will receive only a light touch review (not a reassessment) every ten years.

    So, even better news!

I filled in forms & sent lots of medical evidence to support my Change in Circumstances as my progressive, neurodegenerative neurological disorder has worsened. This was 14 months ago & since every 3 months I get a text message saying they haven't forgot me & I will carry on getting PIP at the same rate until they reassess me. Hopefully I may have my Change in Circumstances assessment soon as they are delaying reassessment for some people.

@Yorry How does that affect your blue badge( if you have one)?

@Jonnylush63 That's outrageous. They can't just stop your mobility without review.

I received my extension letter yesterday. It has extended my review to 2031 so a five year extension. This takes me two years after my state retirement age. So if the current regulations stay the sane I will be given an indefinite award after 2031.

The problem with relying on medical evidence is that some of us have conditions which aren't treatable ( I have hearing loss and I'm autistic) so I won't have any up to date medical evidence because neither disability is treatable. I hope they take receipts etc into account eg I use a ready-made meals service so would be able to submit that. And I have a couple of support workers.

My current award was due to end September 2028 (I had my review in 2025, where they increased my mobility component from standard to enhanced). I received a letter on Monday (13th) saying my award had been extended until October 2031, which is the year I retire, although I am reliably informed that I can still receive PIP once retired.

@Katherine Mine has also been extended to 2031 and my retirement date is 2030. I also understand that PIP continues after we reach state pension age if we remain eligible. My review date was 2028. I am pleased but wish it was possible to get the blue badge automatically extended too - it is difficult to keep the dates aligned when the review process timing is unpredictable.

My pip was due to be renewed 2027 but when downloaded letter of entitlement it says it’s awarded until 2030. NB start date was 2023.

I just signed in and checked, downloading proof of entitlement file for ESA as per comments below that this is only way to see if there has been an extension. My letter had a start date of April 2026 but no review date. I was actually awarded this March 2024 and review date was March 2027. The Pip wasn’t there, then it was but it said the system wasn’t working to download the letter just now.

My daughter received an extension of one week. I've received a two year extension. We have different health conditions and I've been claiming longer.
I'm a little baffled as to what may be gained by a one week extension. Will the review process still begin a year before the current award ends?  Seems a bit of a hotch potch.

@Nicola Yes, my letter arrived last week - extended by 5 days! When I called to query this I was told it was correct as it had to align with their computer system. I will be contacted again after the 26th 🤔
