Can you tell me what a ‘procedural irregularity’ is under Rule 43 of the Upper Tribunal ?

Impossible to say with any confidence exactly what it means as you have only quoted a little bit and this is not our area of expertise.

Rule 43 is about "Setting aside a decision which disposes of proceedings."

'Procedural irregularity' would imply that something was wrong in how something was carried out. I am assuming you have some explanation of what that was.

I have to show there was a procedural irregularity in order to set aside the Upper Tribunal decision to refuse me leave to appeal to the Upper Tribunal.

Does that make sense?

I'm not saying that's exactly what it means in the context of what you're looking at because it's not our area of expertise. You need to either query it with the Tribunal services or talk to a specialist benefits adviser. It's outside the scope of this forum.
