Yes, if your savings and assets drop below £16,0000 then you would start to receive ESA payments.
While you are only receiving NI Credits you are not required to participate in Work Related Activity, if your ESA goes into payment then you would become eligible.

No! if you complete it as an ESA(CB) claim they will treat it as one and as you don't expect to meet the Contribution requirements, it will be rejected. You need to complete it as an ESA(IR) claim and detail all of your financial information.

The DWP will always check entitlement to ESA(CB) even if the claimant ticks the IR box on the form, include a letter explaining that you believe that you might qualify under the Carers rule.
