Hi Gordon/ BIS,

Looking for your help and expertise again, I am in the middle of an MR for pip for the lesser award they granted. In between times, a letter dropped through the door from Health Assessment Advisory Service for a face to face at home for ESA. I called them as any changes ie changes in medication, changes in level of support etc were sent at the time, they informed me they had never received anything, I quoted the address on the letter which these documents had been sent at various times, they gave me a different address from the ones on all of my ESA documentation. I am now going to forward this information again, I was told I have to send it to HAAS, my question is, why was none of my details recorded, will they be able to do a pbr once I submit this info again?
My other question is why do they not have this info, I responded to the information on the letter. Why is this other department asking me to send again and quoting a different address?

Forgive me but I am confused about what is going on with your ESA assessment.

Did you previously complete and send an ESA50?

Is this the information you are asking about as missing?

Who did you call about the information, HAAS or the DWP?

Hi Gordon,
Thanks for getting back to me.
I first applied for ESA in Feb 2016, wasn’t assessed until July 2016, was put in the support group. Then December 2016 an ESA50 arrived, I completed it, sent it back and they told me they would be in touch with a home appointment for F2F. It has taken them a while, but it finally arrived in the post.
My condition has deteriorated since 2017 onwards, so any changes in medication, referrals to specialists etc, I would post a copy to the address on my ESA letter, to keep my information up to date on my file, I was hoping that when it came around to assessment, with all the updated information, they would be able to to a paper based assessment.

I called the ESA to enquire and they put me through to HAAS, HAAS stated they had no new information that they could see since February 2017, he then gave me a different address to resend to what is on the ESA correspondence letters.

If I send this all off again, is it possible for me to ask them to review the information and a paper based report done if they have sufficient evidence? Sorry for the confusion.

If the current assessment is a result of the late 2016 ESA50 then your fill will have been with HAAS since then and would not have been updated by the DWP.

If it is separate from the 2016 ESA50 and no new ESA50 has been issued then again the information you supplied to the DWP would not be included in your file as the information gathering occurs when the assessment process is initiated.

As an aside, there is no value in your sending this information to the DWP and it can, in fact, be detrimental as it could be treated as a Change and result in an early reassessment.

In either case, there is either an old ESA50 or none at all so you need to provide the information that one would have contained. You can either complete an ESA50, the form can be downloaded from the following or you can write a letter in a similar format.

In reality, you are only going to get a Paper Based Review with the support of your GP, they need to write to HAAS explaining why your attending a face to face would be detrimental to your health and offering to provide any additional information that they might need.

It was HAAS that asked me to send it in to them and they would make sure the assessor has access to it?

My CPN has recently written a letter to PIP, stating pretty much everything you wrote in your last paragraph. Could I send that in for consideration?
She is on holiday and I wouldn’t be able to ask her to write another, before the date of the F2F.

How old is the letter? If it is less than six months then it may help with a PBR but if older then it may just be treated as additional evidence.
